Ar(…)t & paysage [Artigues-près-Bordeaux encounters]
is an event that has combined the Selection, Exhibition and Production of original works of art since 2006. The 2012 session, for the first time, will be overseen by a curator, François Roche, through participation in a piloting committee.[1] Taking place from June to September, this event runs parallel to cultural and artistic events and includes a workshop, “Preamble” and the publication of a catalog.
Ar(…)t & paysage (Artigues-près-Bordeaux encounters] illustrates a commitment to developing the accompaniment of future actors of the artistic scene and the desire to support contemporary creation of quality in the fields of art, stage design, architecture and landscaping. This special occasion in the cultural life of the community is carried out in collaboration with the École Nationale Supérieure d’Architecture et de Paysage de Bordeaux and the École des Beaux Arts de Bordeaux and in partnership with the Direction Régionale des Affaires Culturelles, the Conseil Régional d’Aquitaine and the Conseil Général de la Gironde, and partners from the private sector: arc en rêve – centre d’architecture and the Fond Régional d’Art Contemporain –Aquitaine collection. The publication at the end of the exhibition of a catalog covering the event called, ALBUM : “it has been here” will contribute to the promotion and professional integration of the creators of the winning projects: both those which were actually executed and those which received prizes.

Who can apply?
The contest, organized by the town of Artigues-près-Bordeaux is open to:
- architecture, landscaping, visual arts, and design students (with proof of registration)
- recent graduates from schools in the above fields
- staff members under 30 years of age (year of 30ties not included / passport scan required for each member)
Applicants may be French or foreign / at the national or international level.
Participation in the contest is free and without financial compensation.
The candidature may be made by one or several members of a team.
The number of participants on a single team is unlimited.
The association between candidates from different disciplines is not obligatory, but is strongly encouraged.

Project Eligibility
Type of project
A proposal of a temporary artistic, architectural or landscaping work created in situ which will be part of a group exhibition open to visitors from June to September.
The projects selected are not meant to be permanent.
Deadline for completion
The project must be finished by June 15, 2012.
Specificities
The proposed projects are not limited in size but rather by the cost of execution and must have the following characteristics:
- implicated in the particularities and values of the site provided,
(geography, history, social dimension,…)
- attentive to natural dynamics and an economy of natural resources,
Low energy requirements, as self-regulating and autonomous as possible – necessitating little watering in summer periods, or at least respectful of the given environment.
The project creator or team must also be attentive to what will become of their proposal after the exhibition (dismantling, restoration of site, prevention of waste matter and evaluation of the possibility of treatment of used materials,…)
- made to last for the entire period of the exhibition,
The creator(s) of the project must provide all necessary guarantees (description and technical details) for its conservation during the exhibition period,
Responsibility for maintenance of the creations is assumed by the technical services. Nevertheless, upkeep must not necessitate any particular or repetitive tasks or work.
- comply with security norms for establishments frequented by the public and respectful of local laws (all necessary administrative authorizations must be obtained).

Application guidelines
Something more than a visual and more than a diagram.
In order to avoid a purely superficial, cosmetic treatment of the subject, of its situation and the tools at the origin of its conception, this call for project proposals explores a form of representation that goes beyond the diagram or visual, to render the synaptic, synaesthetic, antagonistic and visceral dimensions of the modes of exchange and their precarious equilibrium visible. Not a collage but the expression of the transactional mode, transpiring materiality, respiring substances…
“Visuals-boards” of the prize-winning projects and the 30 short-listed projects will constitute a specific exhibition on the site and will be the subject of the catalogue. Graphical quality and easy readability of intentions are important elements in the appreciation of the projects.
A2 format and digital support (CD) obligatory
Each candidate’s application file must contain:
- The application form
- A copy of the diploma or registration certificate showing current attendance of a French or Foreign school (landscaping, architecture or art), with copy of passport of each members.
- The participation contract with mention « lu et approuvé », signed by the candidate(s)
- The digital support including required elements 5-13. The digital support on CD should be made up of 150 DPI / A2 panels and a Powerpoint file including all the panels which can include, unlike the paper version, films (compressor Cinepack codec per radius). The powerpoint file may not be larger than 20 mo, films included. Each film must be (maximum) 1/8 of each panel. The paper version including the panels has to be rolled in a protective tube.
- Panel 1: Title + Centered text, max. 1500 words
- Panel 2: References (other than artistic or architectural productions)
- Panel 3: Site, aerial view, documents: plans, cross-sections, sections, 3D, … explicitly illustrating the project, and basic details specifying construction methods and conditions for installation on the site
- Panel 4: Choice of panel, visuals, evolution in time, description of choices: long-lasting and/or slowly deteriorating …
- A note on paper, format A4, and in digital form, including the preliminary text on the first panel as well as the anticipated methods of execution (different methods of execution can be imagined and proposed in the application file and finalized with the technical accompaniment team) and elements 10-12
- A document describing the implementation of the work specifying the order of execution
- A precise timetable of tasks to be carried out
- A detailed note of proposed instructions for the maintenance requirements of the creation
- A brief estimate of expenses for supplies, unskilled or specialized labor, materials necessary for construction (rental, etc. …), dismantling, site restoration…
- Technical specifications sheet for dismantling (canvas proposed in the annex of the terms and conditions) Plus (paper version)
- The control certificate from the appropriate school for students of ENSAP and EBA de Bordeaux
- A self-addressed stamped envelope for return of application files of non-selected projects
Note: students of ENSAP and EBA de Bordeaux will have to have previously submitted their applications to their principal teachers for verification and validation of the elements involved in the candidature. The recent graduates of ENSAP and EBA de Bordeaux will also be able to submit their applications to their former schools for verification and approval.

Project selection methods
A maximum of 10 projects will be selected by a jury from amongst the applications.
The jury is presided over by Madame Françoise CARTRON, Mayor of Artigues-près-Bordeaux, and includes:
- 1 Honorary president
- The Curator of the 2012 session (possessing 3 votes)
- 2 associates from the municipal council of Artigues-près-Bordeaux
- 1 representative of the Direction Régionale des Affaires Culturelles
- 1 representative of the Conseil Régional d’Aquitaine
- 1 representative of the Conseil Général de Gironde
- the Director of the E.N.S.A.P. de Bordeaux or his/her representative
- the Director of the E.B.A. of Bordeaux or his/her representative
- a landscaping consultant from the C.A.U.E. de la Gironde
- the Director of arc en rêve, centre d’architecture
- the Director of the Fond Régional d’Art Contemporain –Aquitaine collection

Categories for selection and visibility
The jury reserves the right to choose 30 projects and to decide upon their mode of production and/or visibility:
- Project selected to be realized at actual scale or in prototype at actual scale with envelope of 2500-7000 € TTC (10 projects maximum)
- Project selected to be realized in the form of a model (3D print) / (5 projects maximum), with an envelope of 500 € TTC maximum
- Project selected to be included in the exhibition, on the blog and in the catalogue (15 maximum in addition to the15 cited above)
The jury will consult and discuss with the selected candidates in order to define the method of production (in the case of a prototype or construction at actual scale)

Announcement of winning projects
The jury’s decisions will be announced on Februray 20, 2012
Means available for selected projects
The selected projects will be given a grant which can be separated into two parts:
Funding and remuneration of artist/creators
Funding is principally provided by public institutions but may also come from partners in the private sector.
Private partners contribute financially to the artistic or landscape creation/project of their choice.
The funding has two purposes:
One envelope is to be used to finance the realization of the winning project.
One envelope is compensation for the intellectual contribution of the candidates who have worked on the selected project.
The amount of the envelope given for realization of the winning project must not be higher than 7000 € TTC.
Each payment is subtracted from the total amount of the provisional budget assigned to each winning project, from the beginning of construction of the work. Payments will be made progressively in function of the validation of estimates, drawing up of order forms and presentation of receipts for the purchase of supplies and/or materials involved in the implementation of the project.
Sponsors can be involved to carry out the financing of production, either by the candidate, which is preferable, or by the selection committee in negotiation with the selected team or teams.
The intellectual contribution is compensated according to the status of the participant(s) of the winning projects.*
The selected projects (actual scale, prototype or complete construction) whose creators have student status at the time the project is submitted, will receive an indemnity of 500 € TTC.
The selected projects (actual scale, prototype or complete construction) whose creators have the status of recent graduate at the time the project is submitted, will receive an indemnity of 1000 € TTC.
The indemnity payment for intellectual contribution is to be paid at the end of the exhibition after dismantling of the project.
This indemnity is subject to certain conditions:
- all expenses incurred in excess of the spending budget for realization of the project will be subtracted from the indemnity for intellectual contribution.
- when the candidature involves a team, the amount of the indemnity is shared equally amongst the concerned team members.
- When a team involves a combination of students and recent graduates the amount of the indemnity is shared pro rata amongst the concerned team members according to their status.
* at the time of candidature.
The sum allocated for realization of the selected artistic and landscaping creations will be the object of a special convention between the Mairie d’Artigues-près-Bordeaux and the members of the creative teams of the winning projects in the contest Art et Paysage, les Rencontres d’Artigues-près-Bordeaux.
The sum allocated for indemnity for intellectual contribution will be the object of a special convention between the Office socioculturel d’Artigues près Bordeaux (OSC’Art) and the members of the creative teams of the winning projects in the contest Art et Paysage, les Rencontres d’Artigues-près-Bordeaux.

Accompaniment
An agent of the technical services is designated as unique technical referent (pilot agent) to supervise and ensure the smooth running of the installation and construction operations. Working in collaboration with the coordinator and the referent teachers, he/she is responsible for following the different installation stages of the chosen projects on the site. He/she also works closely with the service providers involved in certain worksites.
In order to optimize the conception and installation plan of the selected projects an information meeting covering terms and conditions is to be held prior to return of the candidates’ application files. This meeting should also be helpful in clarifying methods of realization (orders, logistics, contacts…).
A technical accompaniment team, under responsibility of the town of Artigues-près-Bordeaux contributes to the coherence between cultural and pedagogical objectives and the technical aspects of the installation process. This team includes the Director of Technical Services of the Town, a technical services agent designated to pilot the general installation plan*, the coordinator of the procedure, a referent teacher for ENSAP Bordeaux and another for EBA Bordeaux who are responsible for the pedagogical and technical supervision of their students.
The technical accompaniment team may ask project designers to clarify certain aspects as advised by the jury, in order to make sure the project is feasible. The project designers will be accompanied in this stage by the referent teachers and by the technical accompaniment team under the curator’s control.
Students of the partner schools have access to pedagogical accompaniment by referent teachers of their schools.

Sequence of events
Phase 1
Registration and Return of candidates’ application files
Phase 2
Examination of the feasibility of the projects by the technical accompaniment team.
The technical accompaniment team may ask project designers to clarify certain aspects as advised by the jury, in order to make sure the project is feasible. The project designers will be accompanied in this stage by the referent teachers and by the technical accompaniment team.
The technical accompaniment team will provide technical specifications for each project which will be taken into consideration but will not determine the jury’s choice.
Phase 3
Selection of the projects by the jury and proposals of methods for realization
(Scale 1:1, original or prototype, model or other, exhibition)
Phase 4
Announcement of the winning projects and negotiation with the project creator(s) as to the scale of production (if an agreement cannot be found, the projects will automatically be reclassified in the “exhibition” category and given a special mention indicating its status).
Phase 5
Technical coordination meeting
Phase 6
Validation of the definitive emplacement of the project of artistic or landscaping creation in the presence of the creator(s) of the winning project and the town’s technical services.
Phase 7
Orders made for all requirements for the realization of the selected project.
The creator(s) of the winning projects must provide estimates for the purchase of supplies and/or material with regard to the construction or installation of the project.
All estimates must first be presented and as soon as possible so that purchases necessary for the installation of the project may be made while making sure not to exceed the original amount allotted to each project.
All estimates should be made out to the order of the Mairie d’Artigues-près-Bordeaux.
The amount of the estimates should be equivalent to the anticipated expenses.
After verification, the coordinator draws up the orders according to the estimates provided by the creator(s) of the selected projects.
The order is made upon presentation of the estimate for supplies and/or materials for the construction or installation of the project, along with the order on which is mentioned the name of the provider as well as the sums corresponding to the estimate presented by the project’s team’s referent.
Each amount spent is subtracted from the total amount of the provisional budget for each project as each purchase is made, starting from the beginning of the installation or construction process. The payment of sums necessary to the purchase of supplies and material corresponds to the amount on the estimate.
Phase 8
Reception of supplies and/or materials necessary to the construction or installation of projects. Careful attention is given to the place, date and conditions of delivery, as well as storage methods as needed in order to optimize the conditions of project realization.
Phase 9
Opening of the worksites and installation or construction of the artistic and landscaping creation projects started.
The creator(s) of the selected projects scrupulously follow the installation of their works. It is recommended that they work closely with technically-skilled individuals in order to realize the project. The technical services of the town are only periodically available. In no case can the technical services of the town be held responsible for problems encountered in the evolution of the construction/installation work at the sites.
Depending on the project, the realization of the creations may be done in several different ways:
- The realization of the work may be totally or partly entrusted to an external company or specialized worker
- The creator(s) of the winning projects do all or part of the work in order to stay within the confines of the budget or for very specific areas of the realization
- Note: If the realization requires a specialist, it must be mentioned in the detail of necessary expenses
- An agent of the technical services is designated as unique technical referent to supervise and ensure the smooth running of the installation and construction operations. Working in collaboration with the coordinator and the referent teachers, he/she is responsible for following the different installation stages of the chosen projects on the site. He/she also works closely with the service providers involved in certain worksites.

Inauguration and public opening
The winning projects’ creators are expected to be present and will make an oral presentation of their realizations before the public which has been invited to discover their creations.
Phase 12
Maintenance and follow-up
The maintenance of the creations can be handled by the technical services. However, said maintenance must not necessitate any particular or repetitive tasks or work.
The winning projects’ creators, in cooperation with the technical services, must provide information necessary to the maintenance and rapid solution of any problems encountered (degradation, accident…). A detailed note will establish instructions useful for guaranteeing the durability of the installation.
Phase 13
Dismantling
Reminder: the contest’s winning creations are not meant to be permanent installations
Project creators should be attentive to the fate of their projects (site restoration, longevity, recycling of materials…).
Dismantling will be done in accordance with the technical specifications document provided in the candidates’ application file and with the plan as defined by the creative teams of the projects in collaboration with the technical agent in charge of piloting the worksites.
Dismantling will start during the week which follows the closing of the exhibition.

Participation contract
The creators of the winning projects commit themselves to:
- Realizing their projects according to the construction or installation methods laid forth in the candidate application or defined in agreement with the technical accompaniment team and in particular, the pilot technician who has this as a mission.
- Actively participating in the so-called realization. If needed, they can ask for assistance from technically skilled individuals or teams in order to realize their project (the technical services of the town are not available on a full-time basis.
- staying within the limits of the budget allotted to the installation/construction of the project.
- not modifying the project as selected by the jury and validated by the technical accompaniment team, either in its nature or in its provisional budgetary needs, without the accord of the above-mentioned parties.
- Designating a referent member of the team in charge of carrying out the formalities necessary to receiving payments for the installation/construction of the project.
- Taking care of the formalities necessary to the realization of the proposed artistic or landscape creation in the context of the cultural event Art et Paysage, les rencontres d’Artigues-près-Bordeaux (respecting local laws, obtaining administrative authorizations when necessary).
- Providing estimates and bills with regard to the installation/construction of the project.
- Producing written texts for descriptive plaques and the catalogue, L’ALBUM.
- Making a public oral presentation of their work the day of the inauguration.
- Supervising the smooth dismantling of their artistic or landscaping creation.

Intellectual property
In the case of student creators and to the extent to which the schools provide guidance and supervision, the projects of artistic and landscaping creation are the property of the school and the student(s)
In the case of recent graduates, the projects of artistic and landscaping creation are the property of their creators.
Material property
In light of the temporary and “in situ” character of the proposal, all creations are meant to be dismantled. The used materials are the property of the prize-winning creator who reserves the right to dispose of them as he/she sees fit, with the condition that he/she systematically cite, in any utilization of the artistic or landscaping project: « Art et Paysage, les rencontres d’Artigues-près-Bordeaux ».
Reproduction rights
All creations give free rights, in that which concerns any reproduction or diffusion, for all of the acts of communication or promotion carried out by the organizers and partners of the contest, in the following forms of communication:
- posters
- publications on the internet site of the partners,
- digital versions (CD-ROM, DVD…),
- written press publication (ex: Sud-Ouest,) local newspapers, cultural brochures,
- flyers and leaflets.
This authorization of reproduction and diffusion, made in a non-remunerated capacity, is valid for one to five years starting on the date of signature of the present convention.

The town of Artigues-près-Bordeaux is responsible for:
- organizing a meeting of the piloting committee in order to decide on a theme and site,
- drawing up the call for project proposals and the terms and conditions and sending them to the partner schools,
- opening the contest by launching the call for project proposals,
- receiving the applications of candidates answering to the call for project proposals,
- calling a meeting of the technical accompaniment team,
- designating an agent of the technical services to be the technical referent who will make sure the evolution of the implementation operations runs smoothly,
- calling a meeting of the jury in charge of selecting the projects for the 2012 session,
- sending formal written answers to the contest’s candidates
- paying for purchases necessary to the construction of the selected projects while being careful not to exceed the sum allotted to each project,
- taking care of the communication campaign for the event,
- attributing the responsibility for the maintenance of the artistic and landscaping creations realized in the context of Art et Paysage, les rencontres d’Artigues-près-Bordeaux to the technical services of the town,
- establishing an editorial committee for the Album.

Ar(…)t & paysage [les rencontres d’Artigues-près-Bordeaux]
est un dispositif qui associe Appel à Candidature, Exposition et Production d’œuvres originales, depuis 2006. Cette session 2012 est encadrée pour la première fois par un curator, François Roche, au sein d’un comité de pilotage (1). Cette manifestation a lieu du mois de juin à septembre, en parallèle d’évènements culturels et artistiques. Elle intègre de plus un workshop intitulé « préambule » et la parution d’un catalogue.
Ar(…)t & paysage[les rencontres d’Artigues-près-Bordeaux] illustre la volonté de développer un accompagnement de futurs acteurs de la vie artistique et le souhait de soutenir la création contemporaine qualifiée dans le domaine des arts plastiques, de la scénographie, de l’architecture et du paysage. Ce temps fort de la vie culturelle de la commune est élaboré en collaboration avec l’École Nationale Supérieure d’Architecture et de Paysage de Bordeaux et l’École des Beaux Arts de Bordeaux et en partenariat avec la Direction Régionale des Affaires Culturelles, le Conseil Régional d’Aquitaine et le Conseil Général de la Gironde, des partenaires privés, arc en rêve – centre d’architecture et le Fond Régional d’Art Contemporain –collection Aquitaine. La parution en fin d’édition d’un catalogue témoin intitulé ALBUM :”“it has been here” contribue à la promotion et à l’insertion des porteurs de projets lauréats, à la fois ceux qui auront été réalisés et ceux qui auront été primés

L’appel à projet organisé par la ville d’Artigues-près-Bordeaux s’adresse à des :
- étudiants en architecture, paysage, arts plastiques, design (preuve d’inscription)
- jeunes diplômés dans les mêmes champs disciplinaires
- membres de l’équipe âgés de moins de 30 ans (années des 30 ans non inclus / copie du passeport exigé pour chacun des membres)
La compétition est ouverte aux Français et Etrangers /au niveau national et international
La participation au concours relève du volontariat.
La candidature est le fait d’un ou de plusieurs membres.
Le nombre de participants dans une équipe n’est pas limité.
L’association entre candidats issus de disciplines différentes n’est pas obligatoire, mais fortement encouragée.

Une proposition de création artistique, architecturale et paysagère in situ et temporaire donnant lieu à une exposition collective et libre d’accès à partir du mois de juin jusqu’en septembre.
Les projets retenus n’ont pas vocation à être pérennisés.

Spécificités
Les projets attendus ne sont pas limités par la surface mais par le coût de réalisation et doivent avoir pour caractéristiques d’être :
- impliqués dans les particularités et valeurs du site mis à disposition,
(géographie, histoire, dimension sociale,…)
- attentifs aux dynamiques naturelles et à l’économie des ressources naturelles,
Peu d’exigences en termes d’énergies, capacité le plus possible à s’autogérer – restrictions d’arrosage en période estivale ou du moins respectueux de l’environnement recommandé. Recours à des matériaux biodégradables ou du moins respectueux de l’environnement, souhaité.
Le(s) porteur(s) de projet doi(ven)t être également être attentif(s) au devenir de leur proposition en fin d’édition (modalités de démontage, remise en état, prévention des déchets et évaluation des possibilités de traitement des matériaux, …)
- prévus pour être conservés pendant toute la période d’ouverture,
Le(s) porteur(s) de projet doi(ven)t donner toutes les garanties nécessaires (descriptif et détail technique) à sa bonne tenue pendant la période d’ouverture.
La maintenance des créations est assurée par les services techniques néanmoins, l’entretien ne doit pas nécessiter de travaux particuliers et répétitifs.

Le dossier de candidature
Au-delà du visuel et au-delà du diagramme.
Afin d’échapper à un traitement purement cosmétique et superficiel du sujet, de sa situation et des outils à l’origine de sa genèse, cet appel à projet explore une représentation qui va au-delà du diagramme et du visuel, pour rendre visible les dimensions synaptiques, synesthétiques, conflictuelles et viscérales des modes d’échange et de leur équilibre précaires. Pas de collage mais l’expression de mode transactionnel, de matérialités transpirantes, de substances respirantes…
Des « panneaux-visuels » des projets primés et des projets présélectionnés (30 projets) feront l’objet d’une exposition spécifique, sur le site même et constitueront le contenu du catalogue. La qualité du graphisme et la lisibilité des intentions sont à donc des éléments important de l’appréciation des projets.
Format A2 et support numérique de type CD obligatoire
Le dossier de chaque candidature doit contenir :
- La fiche d’inscription
- La copie du diplôme ou d’une attestation prouvant l’appartenance à une école (paysage, architecture ou art Française ou Etrangère), avec copie du passeport pour chacun des membres.
- Le contrat de participation avec la mention « lu et approuvé », signés par le(s) membre(s) candidat(s)
- Le support numérique comprenant les pièces à fournir 5, 6, 7, 8, 9, 10, 11, 12, 13. Le support numérique sur CD sera constitué des panneaux A2 150 DPI et d’un fichier powerpoint reprenant tous les panneaux pouvant lui intégrer, contrairement à la version papier, des films (compresseur Cinepack codec per radius). Le ficher powerpoint ne peut être supérieur à 20 mo, films inclus. Chaque film ne peut être supérieur à 1/8 de chaque panneau.
Le support papier comprenant les panneaux doit être envoyé roulé dans un tube de protection.
- Panneaux 1 : Titre + Texte centré, max 1500 mots
- Panneaux 2 : Références (hors production artistique et architectural)
- Panneaux 3 : Site, vue aérienne, documents de type plans, coupes, section, 3D, explicitant le projet, et détails sommaires précisant les modes de fabrications, conditions de mises en œuvre et d’implémentation sur site
- Panneaux 4 : Panneaux libre, visuels, évolution dans le temps, descriptif des choix, pérennité et/ou détérioration lente…
- Une note A4 papier et numérique intégrant le texte préalable sur le premier panneau, ainsi que les modalités de réalisation prévues (différentes modalités de réalisation peuvent être envisagées et proposées dans le dossier de candidature et finalisées avec l’équipe d’accompagnement technique) ainsi que les éléments 10-11-12.
- Une fiche descriptive de la mise en œuvre en précisant l’ordre d’exécution
- Un planning précis des tâches
- Une note détaillée des prescriptions proposées pour les nécessités d’entretien de la création
- Une estimation sommaire des dépenses fournitures, main d’œuvre courante ou spécialisée, matériel nécessaire à l’exécution (location, …), démontage, remise en état …
- La fiche technique de démontage (canevas proposé en annexe du cahier des charges)

- Le visa de contrôle de l’école d’origine pour les étudiants de ENSAP et de EBA de Bordeaux
- Une enveloppe affranchie et adressée au nom de l’un des membres candidats pour le renvoi du dossier non retenu
N.B. Les étudiants de ENSAP et de EBA de Bordeaux devront préalablement remettre leur dossier de candidature aux enseignants référents pour vérification et validation des éléments constitutifs de la candidature. Les jeunes diplômés de ENSAP et de EBA de Bordeaux pourront également soumettre leur dossier de candidature auprès de leur établissement d’origine.

Parmi les dépôts de candidature, 10 projets au maximum seront sélectionnés par un jury.
Ce jury est présidé par Madame Françoise CARTRON, Maire d’Artigues-près-Bordeaux et réunit :

Catégories de sélection et de visibilité
Le jury se réserve le droit de retenir 30 projets et de convenir de leur mode de production et / ou de visibilité :
- Projet sélectionné pour être réalisé à l’échelle 1 ou prototype échelle 1 avec une enveloppe de 2500€ à 7000€ TTC (10 projets maximum)
- Projet sélectionné pour être réalisé sous forme de maquette (3D print) / (5 projets maximum), avec une enveloppe de 500 € TTC maximum
- Projet sélectionné pour être intégré à l’exposition, au blog et au catalogue (15 maximum en plus des 15 précédents)
Le jury sera en dialogue concerté avec les concurrents sélectionnés pour définir le mode de production (dans le cas de prototype ou fabrication échelle 1)

Moyens mis en œuvre
Les projets sélectionnés se voient attribués une aide répartie en deux axes :
Financement et rémunération d’auteurs
La source de financement est principalement tributaire du soutien d’institutions publiques, mais elle peut aussi dépendre de partenaires privés.
Les partenaires privés apportent leur contribution financière au projet de création artistique et paysagère de leur choix.
Le financement comporte deux orientations :
Une enveloppe destinée à financer la réalisation du projet lauréat.
Une enveloppe vouée à indemniser la prestation intellectuelle des candidats dont le projet à été sélectionné.
Le montant de l’enveloppe destinée à la réalisation du projet lauréat ne doit pas dépasser le montant de 7000 euros T.T.C.
Chaque versement se soustrait au montant total de la somme du budget prévisionnel annoncé pour chaque projet lauréat, et ceci dès le démarrage de la mise en œuvre. Les versements se font au fur et à mesure après validation des devis, édition de bons de commande et présentation des factures d’achat de fourniture et/ou de matériel relatifs à la mise en œuvre du projet,
Des sponsors peuvent être intégrés pour porter le financement de sa production, soit par le candidat, ce qui est préférable, soit par le comité de sélection en négociation avec le ou les équipes sélectionnées.
La prestation intellectuelle est indemnisée en fonction du statut justifié par le(s) porteur(s) des projets lauréats.*
Les projets lauréats (échelle 1, prototype ou fabrication complète) dont le(s) porteur(s) justifie(nt) du statut étudiant à la date de candidature, seront indemnisés à hauteur de 500 euros T.T.C.
Les projets lauréats (échelle 1, prototype ou fabrication complète) dont le(s) porteur(s) justifie(nt) du statut de jeune diplômé à la date de candidature, seront indemnisés à hauteur de 1 000 euros T.T.C.
Le versement de l’indemnité pour la prestation intellectuelle est prévu en fin d’édition après la phase de démontage.
Cette indemnisation est soumise à certaines conditions :
- tout dépassement au budget des dépenses de réalisation sera retiré du montant réservé pour
la prestation intellectuelle.
- dans le cas d’une candidature dont le fait résulte d’une équipe, le solde de l’indemnité est partagé à parts égales entre les membres concernés.
- dans le cas d’une équipe réunissant étudiant et jeune diplômé, le solde de l’indemnité est partagé à parts égales entre les membres concernés conformément et au prorata de leur statut à la date de candidature.
La somme allouée pour la réalisation des projets de créations artistiques et paysagères lauréates donnera lieu à une convention particulière entre la Mairie d’Artigues-près-Bordeaux et les membres auteurs des projets lauréats du concours Art et Paysage, les Rencontres d’Artigues-près-Bordeaux.
La somme allouée pour l’indemnisation de la prestation intellectuelle donnera lieu à une convention particulière entre l’Office socioculturel d’Artigues près Bordeaux (OSC’Art) et les membres auteurs des projets lauréats du concours Art et Paysage, les Rencontres d’Artigues-près-Bordeaux

Accompagnement
Un agent des services techniques est désigné comme référent technique unique (agent pilote) en vue de veiller au bon déroulement des opérations de mise en place. En collaboration avec la coordinatrice et les enseignants référents, il s’occupe de suivre les différentes étapes de la réalisation sur le site des projets lauréats. Il est amené à travailler en étroite collaboration avec les prestataires de services sollicités sur certains chantiers.
Afin d’optimiser la conception et le plan de réalisation des projets lauréats, une réunion d’information en appui sur le cahier des charges est prévue en amont de la remise des dossiers de candidature. Cette réunion doit également permettre de préciser les modalités de réalisation (bon de commande, logistique, contacts…).
Une équipe d’accompagnement technique qui intervient sous la responsabilité de la ville d’Artigues-près-Bordeaux contribue à la cohérence entre les objectifs culturels, pédagogiques et les aspects techniques de la mise en œuvre. Celle-ci réunit le Directeur des Services Techniques de la Ville, l’agent des services techniques désigné pour piloter le plan de réalisation général*, la coordinatrice du dispositif, un enseignant référent pour l’ENSAP Bordeaux et un enseignant référent pour l’EBA Bordeaux qui assurent le suivi pédagogique et technique auprès de leurs étudiants.
L’équipe d’accompagnement technique demandera éventuellement aux concepteurs de préciser certains aspects sur décision du jury, afin de s’assurer de la faisabilité des projets. Les concepteurs seront accompagnés dans cette phase par les enseignants référents et par l’équipe d’accompagnement technique sous contrôle du curator.
Les étudiants des écoles partenaires peuvent bénéficier d’un accompagnement pédagogique auprès des enseignants référents des écoles partenaires

Phase 1
Remise du dossier de candidature
Phase 2
Examen de faisabilité des projets par l’équipe d’accompagnement technique.
Celle-ci demandera éventuellement aux concepteurs de préciser certains aspects afin de s’assurer de la faisabilité des projets. Les concepteurs seront accompagnés dans cette phase par les enseignants référents et par l’équipe d’accompagnement technique.
L’équipe d’accompagnement technique fournira une fiche technique par projet, celle-ci sera prise en compte mais non décisive dans le choix du jury.
Phase 3
Sélection des projets par le jury et proposition des modes de réalisation
(échelle 1, unité ou prototype, maquette ou autres, exposition)
Phase 4
Proclamation des projets lauréats et négociation des avec les lauréats quant à l’échelle de leur production (en cas d’impossibilité de trouver un accord le projet sera automatiquement reclassé en catégorie « exposition » avec une mention spéciale indiquant son statut).
Phase 5
Réunion technique de coordination
Phase 6
Validation de l’implantation définitive du projet de création artistique et paysagère en présence du ou des porteurs de projets lauréats et des services techniques de la ville.
Phase 7
Commande de l’ensemble des besoins pour la réalisation du projet lauréat.
Les porteurs de projets lauréats doivent fournir les devis d’achat de fourniture et/ou de matériel relatifs à la mise en œuvre du projet.
L’ensemble des devis doit être présenté d’emblée et dans les plus brefs délais afin de pourvoir aux achats nécessaires à la mise en œuvre en veillant à ne pas dépasser la somme de départ allouée à chaque projet.
Les devis doivent être publiés au nom de la Mairie d’Artigues-près-Bordeaux.
Le montant des devis doit être équivalent à la dépense prévue.
Après vérification, la coordinatrice édite les bons de commande relatifs aux devis fournis par les porteurs de projets lauréats.
La commande se fait sur présentation des devis d’achat de fourniture et/ou de matériel relatifs à la mise en œuvre du projet, accompagnés des bons de commande sur lesquels sont mentionnés le nom du fournisseur ainsi que les montants correspondants au devis présenté par le référent de l’équipe porteuse du projet.
Chaque dépense se soustrait au fur et à mesure de la réalisation au montant total de la somme du budget prévisionnel annoncé pour chaque projet lauréat, et ceci dès le démarrage de la mise en œuvre. Le versement des sommes nécessaires à l’achat des fournitures et matériel est en accord avec le montant des devis correspondants.
Phase 8
Réception des fournitures et/ou de matériel relatifs à la mise en œuvre du projet
Il importe d’être attentif au lieu, date et conditions de livraison mais aussi aux modalités de stockage si besoin est, afin d’optimiser les conditions de réalisation.
Phase 9
Ouverture des chantiers de mise en œuvre du projet de création artistique et paysagère.
Le(s) porteur(s) de projets lauréats s’occupe(nt) scrupuleusement du suivi de la mise en œuvre. Il est recommandé de s’entourer des compétences techniques nécessaires à la réalisation du projet. Les services techniques de la Ville ne peuvent apporter leurs concours que ponctuellement et selon leur disponibilité. En aucun cas les services techniques de la Ville ne pourront être rendus responsables des problèmes rencontrés sur l’évolution du chantier.
Selon le projet, la réalisation des créations peut se faire de différentes manières :
- la réalisation peut être confiée totalement ou en partie à une entreprise ou à une main d’œuvre extérieure
- le(s) porteur(s) de projets lauréats réalise(nt) la totalité ou partie pour rentrer dans l’enveloppe budgétaire ou pour des réalisations très spécifiques
N.B. Si la réalisation demande une main d’œuvre spécialisée, elle devra être prévue dans le détail des dépenses nécessaires

Les porteurs de projets lauréats sont tenus d’être présents et auront la tâche de présenter oralement leur réalisation auprès du public invité à découvrir leur création.

Entretien et suivi
La maintenance des créations peut être assurée par les services techniques néanmoins, l’entretien ne doit pas nécessiter des travaux particuliers et répétitifs.
En accord avec les services techniques, les porteurs de projets lauréats doivent donner les informations permettant à la fois l’entretien et résoudre rapidement les problèmes rencontrés (dégradation, accident,…). Une note détaillée établira des prescriptions pour garantir la bonne tenue de l’installation.
Phase 13
Démontage
Pour rappel : les créations lauréates de ce concours n’ont pas vocation à être pérennisées.
Le(s) porteur(s) de projet doi(ven)t être attentif(s) au devenir de leur proposition (remise en état, pérennisation, réutilisation des matériaux…).
Le démontage sera effectué conformément à la fiche technique de démontage fournie dans le dossier de candidature et au plan défini par les porteurs de projets en accord avec l’agent technique chargé de piloter les chantiers.
Le démontage sera entrepris dans la semaine qui suit la date de clôture.

Le contrat de participation
Les porteurs de projets lauréats s’engagent à :
- réaliser leur projet conformément aux modalités de réalisation exposées dans le dossier de candidature ou définies en accord avec l’équipe d’accompagnement technique et notamment avec le technicien pilote missionné à cet effet.
- participer activement à la mise à la réalisation proprement dite. Si besoin est, Ils s’entourent des compétences techniques nécessaires à la réalisation de leur projet (Les services techniques de la Ville peuvent ponctuellement apporter leurs concours).
- ne pas dépasser le montant de l’enveloppe budgétaire allouée à la mise œuvre du projet.
- ne pas modifier ni dans sa nature ni dans son budget prévisionnel, le projet sélectionné par le jury et validé par l’équipe d’accompagnement technique sans accord des instances susmentionnées,
- désigner un membre référent de l’équipe chargé d’effectuer les formalités nécessaires aux versements relatifs à la mise en œuvre du projet,
- accomplir les formalités nécessaires à l’accomplissement de la proposition de création artistique et paysagère dans le cadre de la manifestation Art et Paysage, les rencontres d’Artigues-près-Bordeaux (respect des lois locales, obtention des autorisations administratives nécessaires).
- fournir les devis et factures relatifs à la mise en œuvre du projet.
- produire des écrits destinés à la signalétique et à l’ouvrage de restitution intitulé L’ALBUM
- présenter oralement leur réalisation le jour de l’inauguration.

Propriété intellectuelle
Dans le cas des étudiants et dans la mesure où les écoles assurent un encadrement, les projets de création artistique et paysagère sont propriété de l’école et de l’étudiant.
Dans le cas de jeunes diplômés, les projets de créations artistiques et paysagères sont propriété de leurs auteurs.
Propriété matérielle
Compte tenu du caractère temporaire et en tant que proposition dite « in situ », toute création est vouée à être démontée. Les matériaux utilisés restent la propriété du lauréat qui se réserve le droit d’en disposer librement, à condition de citer systématiquement dès utilisation de l’œuvre : « Art et Paysage, les rencontres d’Artigues-près-Bordeaux ».
Droit de reproduction
Toutes les créations sont libres de droit, en ce qui concerne toute reproduction et toute diffusion, pour l’ensemble des actions de communication et de promotion menées par les organisateurs et les partenaires du concours, sur les supports de communication suivants :
- affiches,
- publications sur le site internet des partenaires,
- support numérique (CD-ROM, DVD…),
- publication presse écrite de type Sud-Ouest, Journal municipal, plaquette culturelle,
- dépliants.
Cette autorisation de reproduction et de diffusion, faite à titre non rémunérée, est valable pour une durée de cinq ans à partir de la date de signature de la présente convention.

La ville d’Artigues-près-Bordeaux s’occupe de :
- réunir le comité de pilotage pour décider du choix du thème et du site,
- rédiger l’appel à projet et le cahier des charges qui s’impose et à les adresser aux écoles partenaires,
- ouvrir le concours en lançant un appel à projets,
- réceptionner les dossiers de candidature à cet appel à projets,
- réunir l’équipe d’accompagnement technique,
- désigner un agent des services techniques comme référent technique unique en vue de veiller au bon déroulement des opérations de mise en place.
- réunir le jury qui sélectionne les projets lauréats qui composeront la prochaine édition,
- formaliser par écrit la réponse aux dossiers de candidature au concours,
- pourvoir aux achats nécessaires à la mise en œuvre des projets lauréats en veillant à ne pas dépasser la somme de départ allouée à chaque projet,
- assurer la campagne de communication de la manifestation,
- attribuer aux services techniques de la ville, la maintenance des créations artistiques et paysagères réalisées dans le cadre de Art et Paysage, les rencontres d’Artigues-près-Bordeaux,
- mettre en place un comité de rédaction pour l’Album.
